Background of the Study

Flooding is a recurrent natural disaster in Lokoja Local Government Area (LGA), Kogi State, exacerbated by poor urban planning, climate change, and inadequate flood risk management strategies. Effective communication is crucial for raising awareness about flood risks, educating communities on disaster preparedness, and promoting adaptive measures to reduce flood damage. Development communication approaches, including mass media campaigns, community-based outreach, and educational workshops, have proven to be effective in conveying flood risk information and encouraging proactive flood risk management behaviors (Musa et al., 2024). This study explores the effectiveness of communication strategies in flood risk awareness in Lokoja LGA, focusing on the role of media campaigns, community participation, and local government involvement in mitigating flood risks.

1.2 Statement of the Problem

Despite the recurrent nature of floods in Lokoja LGA, flood risk awareness remains limited, and many residents fail to take adequate precautionary measures. Communication efforts aimed at educating the public about flood risks have often been fragmented and inconsistent, hindering their overall impact (Ahmed & Bello, 2023). Additionally, the lack of localized communication strategies that resonate with the specific needs of flood-prone communities has contributed to a low level of preparedness (Yusuf et al., 2025). This study investigates the effectiveness of existing communication approaches in raising flood risk awareness and promoting adaptive behaviors in Lokoja LGA.

1.3 Objectives of the Study

  1. To assess the effectiveness of communication strategies in raising flood risk awareness in Lokoja LGA.

  2. To identify the most effective communication channels for conveying flood risk information to residents of Lokoja LGA.

  3. To evaluate the impact of flood risk awareness campaigns on local flood preparedness and response behaviors.

1.4 Research Questions

  1. How effective are communication strategies in raising flood risk awareness in Lokoja LGA?

  2. What communication channels are most effective in conveying flood risk information to residents of Lokoja LGA?

  3. What impact has flood risk awareness had on local flood preparedness and response behaviors?

1.5 Research Hypotheses

  1. Communication strategies significantly raise flood risk awareness in Lokoja LGA.

  2. Certain communication channels are more effective in conveying flood risk information to residents of Lokoja LGA.

  3. Flood risk awareness campaigns positively impact local flood preparedness and response behaviors.

1.6 Significance of the Study

This study is significant in providing evidence on the effectiveness of communication in disaster risk management, particularly in the context of flood prevention and preparedness. The findings will offer valuable insights for local government authorities, disaster management agencies, and community organizations in enhancing flood risk communication strategies. By identifying effective communication approaches, the study will contribute to better flood risk management and improved community resilience in Lokoja LGA.

1.7 Scope and Limitations of the Study

The study is confined to Lokoja Local Government Area, Kogi State, focusing on the effectiveness of communication strategies in flood risk awareness and preparedness. It does not extend to other areas in Kogi State or the broader region.

1.8 Operational Definition of Terms

  1. Flood Risk Awareness: Knowledge of the likelihood of flooding in a given area and the associated risks to life, property, and the environment.

  2. Communication Strategies: The methods used to disseminate flood risk information to the public, including media campaigns, community outreach, and educational programs.

  3. Lokoja Local Government Area: A region in Kogi State, Nigeria, located at the confluence of the Niger and Benue Rivers, highly susceptible to flooding.
